What if my background is secret and I can not tell anyone what I have done?

There should be many aspects of such a person's tasks as well as things that have been done since leaving an agency that can be disclosed.  In some cases referees can be provided who can vouch for the work, or sanitised examples of the type of report can be provided.

In exceptional circumstances the Registrar may consider awarding Registration based on interviews with nominated Registry members with the required security clearances.  If someone is in a position where they can not provide any evidence to support their claims it is probable they will not be able to peer reviewed and therefore can not be registered.
